The user of the console would be provided with a unique ID that had to be used to activate the Windows system. The system was called Windows Product Activation. This is an API(Application Programming Interface) that is used for sending graphical objects to output devices( monitors, printers, etc). Normally, Windows operating systems have a GDI(Graphics Device Interface).
